Our submission to the UN Global Dialogue on AI Governance
In 2026, the United Nations convened the Global Dialogue on AI Governance — established by General Assembly resolution A/RES/79/325 — as a multi-stakeholder consultation on the international governance of artificial intelligence. The process drew more than 1,500 written submissions from governments, civil society, the private sector, academia and the technical community.
The GAMAC proposal
The International Communication Organization (ICO) submitted a written proposal setting out the Global Alliance for Media Authentication and Cooperation (GAMAC) as a sustainable governance model for information integrity in the age of AI. What the proposal sets out
- The ICOPC phygital credential — NFC-secured hardware combined with a decentralized ledger to anchor verified journalistic identity;
- A decentralized, multi-stakeholder Root of Trust, co-governed by media organizations, cultural entities and technical communities;
- Capacity building for the Global South, including the stated goal of extending verification tools to 500+ media organizations by the end of 2026;
- A proposed Media and Information Integrity action track to turn governance principles into interoperable technical standards.
